Cabinet approves setting up of authority to advise on rail fares

NEW DELHI: In a major reform step for the cash-trapped railways, the Union Cabinet on Monday approved a proposal to constitute a Rail Tariff Authority (RTA) which will advise the railway ministry on fares. 

The RTA is crucial for railways as it will recommend fare revision from time to time taking into account input cost and volatile market condition. 

However, the RTA's recommendation will not be mandatory for railways as, according to existing law, only the Railway Board, and not any outside body, can fix the tariff. 

RTA will be given mandatory powers only after the amendment of the Railway Act, 1989, inParliament which is unlikely to happen in the UPA-II regime whose term comes to an end in a few months. 

The next government will initiate the process of making RTA a mandatory body by amending the Railway Act, 1989 to insert a sub-section called Chapter 5 (A).

New DRM

T’puram/Palakkad: New divisional railway managers have taken charge at Thiruvananthapuram and Palakkad railway divisions. Sunil Bajpai is the DRM at Thiruvananthapuram while Anand Prakash is the Palakkad DRM. 
    After taking charge, Bajpai expressed hope that the state government would soon step in to fund the proposed suburban railway corridor project. He said the project was an economically feasible and cheaper one to implement than other projects such as the metro rail and mono rail undertaken by the state government. 
    Rajesh Agrawal, the outgoing DRM who had mooted the project, said the suburban rail project was inevitable considering the volume of railway commuters. 
    Prakash, an Indian railway service of engineers officer of 1982 batch, has wide experience in construction and open line operations, especially in tunnel and bridge construction. He has worked in Western Railway, Central Railway, West Central Railway, rail coach factory at Kap urthala, north frontier railway and IRCON.
